Since the MX-890 is capable of broadcasting RF, and since the Dish Hopper can receive RF, does the CCP database for the Dish Hopper include code for both IR and RF so that both type of signals are transmitted from the remote?

If so, that would negate the need for using an MRF-260 RF base station to reliably control my Dish Hopper receiver.

Unfortunately you cannot accomplish this without a base station. RF signal is proprietary and it is regulated as well.

No. You need the a MRF-260 or 350.
