As the Dish Hopper standard remote is broadcasting RF commands to the Hopper receiver, does the URC database in CCP have IR codes to control this device, or must I use an RF to IR blaster with the MX-890 to control the Dish receiver?

There are IR codes for Dish.
You must set the Dish receiver to IR.
