What options do I have for controlling Sivoia QS shades (NOT WIRELESS) from a KP-4000 via QSE-CI-NWK-E?

Does not look like CCP has a module for the QSE-CI-NWK-E.

It looks like your options are RS232 or IP. The QSE-CI-NWK-E supports both control protocols. You provided the control documentation so now you have all the information you need to write your own command strings.

The KP4000 can communicate with the Lutron controller directly over IP, you just need to run CAT5 from your the network switch the KP4000 is plugged into, or you can use a MRX-1 located locally near the Lutron controller and use RS232.
