I have downloaded and read the MX-980_CCP_Programming_Manual.pdf file form this site.  I have followed the instructions for using hex codes.  I have these from another post:

POWER ON
0000 006D 0022 0002 0157 00AC 0015 0016 0015 0016 0015 0041 0015 0016 0015 0016 0015 0016 0015 0016 0015 0016 0015 0041 0015 0041 0015 0016 0015 0041 0015 0041 0015 0041 0015 0041 0015 0041 0015 0016 0015 0041 0015 0016 0015 0041 0015 0016 0015 0041 0015 0016 0015 0016 0015 0041 0015 0016 0015 0041 0015 0016 0015 0041 0015 0016 0015 0041 0015 0041 0015 0689 0157 0056 0015 0E94

This is supposedly for a VO47LF LCD television

What I am wondering is if these are ready to just paste straight in?  When I move this to a button I just get "Learned DATA []"  I think I'm missing something here.

Yes, it will show as learned data. You need to relabel your button.

My issue is that I don't see anything in the "[]" brackets.  In the documentation there was some characters in there.  I guess I just feel I'm missing something.  I know Vizio is not very good on discrete codes so it just may be my TV doesn't work with these.  I'll go and see if I can find some known working ones for another peice of equipment and try those just for giggles.  Anyone know any of the discreet codes for a Dish VIP 722 or an Xbox 360?

The discrete power codes for the VIP 722 and the Xbox360 are in the database already.

Often in the URC codesets, you will find toggle power commands associated with the hard ON and OFF buttons (Yes, i said hard ON), but there will be discrete ON and OFF commands somewhere in the LCD buttons.
