The are a large number of remotes made by Universal Electronics which can shoot this protocol. You will probably have to individually program some of the buttons-- like discrete Off.

You need Setup Code TV 0603. If you have a Comcast silver or dark grey remote, most of the Atlas remotes provided by other cable carriers, Cox 7820B, Replay TV, high end Vizio, then you're good to go. Pretty much any Radio Shack remote with a model number 15-xxxx would work.

If you don't have access to any of these, you can buy a RCA RCRP05B ($20 at Walgreens or Best Buy). Also, the OneForAll URC-8820 or 10820 ($20 at Sears) will work, but with a different setup code.

Nearly all of these remotes can be bought used for very low prices on Ebay, etc.

According to an upgrade file at hifi-remote.com, the Plus U2-1130 uses custom code 1816 rather than 18E9 (24.22 rather than 24.233, in decimal). However, if the individual function numbers are the same, then setup code 0603 will control many of the functions natively.

To be sure, please post the hex codes that you need, and then we can tell you exactly how to program any of the above remotes to send those particular signals.
