If the non-watch TV activities aren't used a lot, you could switch to the cycling method of input selection. With that method it won't do anything if it's already on hdmi1. However, you'll have to cycle through the inputs when switching from and to the other activities.

Another option is to use 2 TV devices - one for the watch TV activities that only includes HDMI1 and the regular one for everything else. As long as the TV has discrete power commands it should work ok.
