So, the URC MX-810 is the only other remote I know of that has built-in power state tracking. I have heard that it is soon to be discontinued but it is still available.
That being said, any remote with support for variables can be setup to have a variable which tracks the power state. The only remotes I know of that have support for variables and would be at or near your price range would be the URC MX-900, MX-880 and MX-980.
