I'm sure any JP1 compatible remote with cable would handle your Samsung TV as well as being able to generate all the signals from that LIRC file.

Rob (owner of that JP1 forum) sometimes adds some programming for free to remotes he sells. So if you trusted that the LIRC file is correct, he would be able to program a remote for that before shipping it, so you wouldn't need to buy the cable, just the remote. Having the cable would of course make it easier to correct any mistakes after testing, so you might want the cable anyway.
