Do you have a universal remote (such as a Pronto) that you are trying to program to control that device? Or are you trying to figure out what universal remote to buy? Or what?
I did a quick check to see if any of the OneForAll remotes can be programmed without a JP1 cable to send those signals. So far as I can tell they can't.
But if you need to buy a universal remote that can generate those signals, buying a JP1 or JP1.3 compatible remote plus the appropriate cable should cost less total than buying a remote (such as a Pronto) that can import the above Pronto Hex. Any remote with compatible cable can be programmed to generate these signals.
[Link: hifi-remote.com]If you want more info on JP1 choices and prices, read some things in the JP1 Market Place forum and/or post a question there. If you post a question there, you should both include the fact that you need Nec1 193.68 and include the URL of your post here at RC for reference.
You can buy OneForAll remotes that are compatible with JP1.3 cables in many stores and online sites, but you can only get the JP1.3 cables from a few online vendors, all listed in that forum. You might also select an older remote that needs a JP1 cable.
