correct.  dealers are given CCP install discs that are meant for customer use.  URC gives them the option to sell the software or give it to the customer.  the only thing customers are not allowed is access to the URC control room.  There is a secret dealer code needed to register at the control room and this is what dealers are not allowed to give out.
