You can do it with DSC parts for about $275 retail for 24 zones/inputs like you mentioned or about $700 for 64 zones/inputs. This would include main panel, IT-100(rs232 module) and required zone expanders. It wouldn't include door switches and wiring which of course would be the same regardless of what input method you use.
BTW there is actually margin in those numbers.
