Is there really a difference between an analog and digital transmitter?  Both use an amplitude modulated 6MHz wide signal.  I guess the question is, what needs to be changed to go from NTSC to 8VSB.  It could be as simple as replacing a  circuit board in the transmitter itself, then adding a computer to convert from analog video to MPEG-2.

What is probably an issue is that all of the stations other equipment, if older is probably analog and designed for NTSC.  So a lot of equipment like VTR's, and cameras, chyrons, video generators, mixers and other stuff needs to be replaced.  One thing is, this kind of equipment gets replaced on an ongoing basis.  I doubt anyone has made analog only broadcast equipment for a number of years now....
