Technically there is no such thing. X-10 is a powerline carrier, which has to be generated by something plugged in to your electrical system - which receives commands by RF, IR, your finger or a PC. So what you're technically asking for here is just some sort of universal RF to control an RF to X-10 transceiver, which it doesn't seem like any company wants to implement (unless X-10 themselves decide to come out with such a beast, which doesn't seem likely).
However with the right X-10 equipment and an ordinary RF remote, you could easily gain the same effect.

Can do.
Bluetooth
Could be done if someone designed it, however the reasons for needing Bluetooth are still too few. Simply controlling the PS3 probably doesn't warrant the expense of integrating it into *every* remote.

Colour LCD + side buttons (or maybe touch screen - but I'm not that keen on fingerprints all over it)

Available. For the HTPC some supplementary hardware/software may be needed, but HTPC control isn't anything special.

I'm not sure exactly what you mean here, but a properly designed remote should be able to intermix any of its supported protocols.

Ever since they stopped using radioactive materials, glow-in-the-dark is honestly useless. It's backlit or don't bother.

It needs to be styled nicely and priced in the mid-range (not $1500) like most of the Philips ones. For that much I can get a PDA and use BT or Wifi... in fact if they had the right hard buttons I'd be tempted.

If you drop your requirements for X-10-specific RF and Bluetooth then there are several solutions available, but probably a bit out of your price range. If you drop WiFi there are likely a few that could do the job below $1000.
