You can open it with PEP1.1 for the TSU9400 and copy the Hex Codes.
Edit) I had a look at that file and it uses Database Codes so you cant use it.
Try this
PCF File but you will need
ProntoEdit NG or
ProntoProEdit NG to open it.
I Have no experience with the HR21 but doesn`t it have a RF and IR Mode for the Remote Control that will need to be changed to IR Mode?
