Yes, but not commercially available.

I wrote just such a system and use it for my HT. It runs on an IBM A21 Laptop (very quiet and looks good. Receives IR through a simple $45 IR receiver that receives and decodes NEC protocols. I use a Pronto loaded with NEC protocols to control the PC. The IR output is the Nirvis Slinke since it also handles Sony S-link and comes with a full app for controlling CD mega changers. The Slink-e drives a Xantech network to distribute the IR to components. The PC also drives an X-10 system using a CM11A to control all lighting, relys, etc.
