if you are trying to sense when the tv is on or off you are going to need the nevo voltage sensor and a current sensing module. (unless the tv has a 12 volt trigger output) These are the parts that I use for TVs. Unfortunately the price of this setup is much more than just the video sensor.
Nevo Voltage Sensor
Xantech CBCSM1 Current Sensor connecting block
Xantech 781RG 12 volt power supply
Xantech CSM1 Current Sensor
