The location of the database varies from XP to Vista, and from PEP V1 to PEP V2.
On Vista and PEP V2 it is located in
C:\ProgramData\Philips\Common Database\ComponentDatabase.db
For your problem, if nothing else works, I suggest that you don't try Backup and Restore. Instead simply copy the database file from your old PC to your new PC.
