Sounds like your TV is flooding the IR sensor on the cable box... Is there a "Power Save" mode on the TV or an automatically-adjusting ambient light sensor? Turning that off may help.
That is exactly what is happening. Your TV is flooding the IR causing it to overpower the IR from the remote. Move the cable box away from the TV and put up some kind of shield and see how it works then.
