The right expert is Rob (the owner of that forum).

You can probably find enough info in that forum to do the task yourself without help from Rob. But he has given a lot of people help building Slingbox files.

To do it yourself, you need DecodeCCF and DecodeIr.dll to decode the contents of the CCF file, then a good viewer for tab delimited data to view the results (Microsoft Excel is the best viewer I know for tab delimited data, but other programs will do).

Then you need a JP1 program called RemoteMaster to create the bin file. To run RemoteMaster you need Sun Java installed. To use it to make a bin file you need an RDF file for your model of Slingbox.

All the above is discussed in more detail in that forum and other JP1 forums on the same website.

and Rob had already pointed out it is not a CCF file, so DecodeCCF won't work, so you need ProntoEditNG to get to the Pronto Hex strings. Ask about that at RemoteCentral if necessary, I think in the forum for ProntoNG at

You need IrTool to decode the Pronto Hex strings, and the whole process is quite a bit more tedious than starting from a CCF file.
