Are you saying that if I use a no-fill panel instead
of a transparant button, that I can click on it? Or should
I try something else like making the left images buttons
larger so the cover the text button which makes the region
clickable.

No, you must follow Peter's advice above and create images that are solid white or other color and set the opacity of the layer to 1%. White images work best.
