If all you are interested in doing is resizing, MSPaint.exe will work just fine. Use MSPaint.exe to edit the image and crop it down (resize). All you have to do is go to the properties page for the panel and on the 'Appearance' tab, save the image to hard disk, edit it, then reload it back in.
