If you use the "send to back" command for any background image even if it's the full 640 by 480 pixels, should put it behind anything on the page including the top bar and bottom hard button graphics, as long as you are on the system page and not the home or any other source page.
Thats what is nice about the Pronto software versus the Universal Remote MX-3000. The 3000 requires you to insert a background image on every single page and doesnt allow for a full time menu to appear on every page. It sort of like having the benefits of a Crestron or AMX panel with popup pages and a single main page.
Philips / Pronto makes the only handheld remote (that I know of) to offer the main / sub page format. You can get creative with full time source select / activity menus that appear on every page.
