Unbelieveable! Relief! I created a pack and go version of my project and transferred it to a computer running xp pro. Connected the 9800 and bingo, the configuration file downloaded sucessfully. So at least there is nothing wrong with the 9800. The problem is that this computer is not one I normally have around the house. As I mentioned before my other two computers run XP media center edition and vista. So there must be something about the drivers or some other issue that creates a problem with the 9800. The on going problem for me is that I will not be able to have the xp pro computer around all the time.
I can't believe that no one else has run into this problem with a vista or MCE computer. Maybe it is something specific about my computers?
I think I'm going to have to install xp pro on one of my home machines as I will need to be doing a lot of fiddling with my configuration. What a pain! But at least I figured it out!
