I was a little confused about this at first as well. When programming the ports for the NevoConnect using this chart, you should basically think of it like this:
Red=IR device
Green=Sensing device
Red/Green=Serial

Based upon the devices that are in the chart at the time, you will only see it's respective colored dot when you've assigned it to a port(s). Meaning, if you are only working with IR devices, you will only see red dots on this chart. If you add (Video and/or Power) sensors or serial devices, then you'll the other colored dots.

The color of the dot only helps you see at a glance, what your NevoConnect is controlling and what ports these devices are assigned to.

The only time you'll see the grayed out "Unavailable" option is if you assign a serial device to a port and you'll notice that the rest of the port cannot be programmed for since the port will be completely occupied by the serial accessory. There are a few other times when you'll see the unavailable option, but that's just an example.
