I've opted not to tackle the 3000 in Tonto at the moment. The XML/ZIP format is not so difficult. It's the issues of upload/download and the 'native' format of the file on the remote (which would *never* be XML/ZIP on an embedded system). Without upload/download you still have to boot Windows and run PE. One of the main reasons I started Tonto was to avoid this.
Even though it's a simple serial connection, the upload/download feature has still been the hardest thing to nail down in Tonto.
