This is from the Pronto Help file....
Assign special actions

If you want to assign the special actions Device Left, Device Right, Page Up, Page Down, Device Overview, Page Overview, Home, Navigate Screen or Tools, you have to switch to Advanced Mode!

If you want to configure a soft button, select the soft button you want to configure in the page view.
-or-
If you want to configure a hard button, select ... Properties in the tree view.

Display the Properties.

For a soft button, select the Actions tab in the Button Properties.
-or-
For a hard button, select the Hard Buttons tab in the Device Properties or in the System Properties and select the hard button you want to configure.

Select the Special Action radio button.

Select a special action from the Features dropdown list:
When you are working in Standard Mode:

Select Browse Backward to jump back to the previous page that you visited on your Pronto.
Select Browse Forward to jump to the next page to visit on your Pronto.

Select Backlight to activate the backlight of the touch screen and the hard buttons.

When you are working in Advanced Mode:

Select Device Left to navigate to the previous device.
Select Device Right to navigate to the next device.

Select Page Up to navigate to the previous page of the device.
Select Page Down to navigate to the next page of the device.

Select Device Overview to jump to the Device Overview.
Select Page Overview to jump to the Page Overview.

Select Home to jump to the Home Page

Select Navigate Screen to toggle between using the cursor button for navigating on the touch screen or having the cursor button executing the underlying action list.

Select Tools to jump to the Tools menu.

By default, the leftmost hard button is assigned to the Tools menu. It is advisable to keep this function assigned to the leftmost hard button, so that you can access the Tools menu at all times.

From this I take it the the Tools button should be able to be changed (and also the 4th button). I believe Daniel stated earlier thate the 4th button should be working on an upcoming PENG update but wasn't sure about the Tools button.
