I have had a similar issue with a different remote. I have a 55" RPTV.
What is happening, at least in my case, is the remote will send a parity bit and the tv expects that end data, or it will ignore the singal.
So, for example, I use the Philips remote and press the TV power button, the remote sends TV power + 0. Now to turn the TV off , I press the remote again, and it sends TV power + 1.
There are ways to get around this problem by using macros and resetting the parity bit each time, and I actually read on this site, that the pronto is the only remote that can handle parity bits.
It is may seem like this would be a negative, but since my TV does not have discete codes, I was able to use the parity codes to fake a discrete code for power.
