I think so. Obviously the device doesn't care much about that error (or you would have noticed signals not working). But the documentation on IR receiver components often shows an interaction between modulation (which is controlled by that 68 or 6D), angle and distance. So getting the modulation wrong may make it less tollerant of a bad angle (from the remote to the TV's IR sensor) and/or may limit the range of the remote.

I have that in my library of IR signals as the power toggle for a Coby DVD-R1100. But I don't have any discrete codes listed for that. Most DVD devices lack discrete power codes. The Panasonic code you listed, before editing it away, was an unusual exception.
