I had this same problem. What you need to do in uninstall NeoEdit and download 1.3. Anyone who hasn't done this should do it now. There are great updates, you're wasting your time messing with the old stuff. Even if some people have had problems(I didn't, and don't understand theirs) you are going to need it. Of the stuff I read above, your problem may be that you are not downloading default.ncf now. Don't wait until it reboots, default.ncf is what will reboot it. Always keep this file unchanged for this purpose. When creating other files, I would advise you not to start from scratch. Use maybe even default and rename it. Good luck.
