Is there anyway to access or modify the EZhex file (would like to work on the an XML) without going online?

I am unable to modify my XML file. For example I am attempting to change a channel number. After making changes and when I click on "change" nothing happens. I observe my internet connection and the bytes sent and received appears to freeze and no information is being sent or received. When I click on cancel I can do anything else that I want to do. I have waited as much as 5 to 10 min. Any suggestions would be appreciated.
