I assume you added the "2" and "4" command using the activity "Start Action" feature. Make sure you selected the receiver device next to the "Add action for" entry. Also check that the "2" and "4" commands under the receiver device mode operate the switch. The "2" and "4" commands are fine as long as you don't intend to use them later on for direct tuning via your harmony remote.
