Harmony's don't do macros.
The only way you'll be able to do what you want(kind of) is to set up 2 activities..."Watch TV CC on" and "Watch TV CC off".
You can then use the activity start/end commands to do the required actions. Get to this by re-running the activity setup wizard and selecting "Yes, but I want to add more control".
