There's another option. Set the device power configuration to always on, so the activity will not send any power command. In the custom setup, first add the delay, then the power on command in "When entering the activity" and power off command in "When leaving the activity".

The only downside is the harmony will not know the state of the device, therefore it will always switch it off and on when changing between activities where the device is involved.
