Check the device power settings. Select the "I want to turn off this device when it's not in use", click next, if the device support the discrete method then select "A button on the remote for On, and a different button for Off", else select "one button for both". Select the appropriate power command(s). PowerToggle for the toggle method or PowerOn/Off for the discrete method. Don't mix them. You can verify if the device support the discrete method by testing the PowerOn and PowerOff commands in device mode. Send each twice to make sure they don't toggle.
