I had given thought to the inter-device consideration so I had tried;

1. Having the Activity switch on the DVD player first, so it got first bite of the cherry
2. Creating an Activity doing nothing more than switch on/off the DVD player, ie no other devices involved

and neither worked leaving me still wondering why the power toggle function works as a Device control but not as part of a Activity.
