When this happens, does the HELP button fix it? If so then you need to increase the inter-device delay. Make it something big - like 3000 ms - just to test it. Then if it works go back and increase it slowly until it works reliably.
What usually happens is the commands for the other devices clobbers the power on command for the DVD player, so it needs extra time to recover.
