That's because you're UNINFORMED about how the Harmony uses the activity types. If you're setting up a Watch TV type activity then it wants to know which device is used to change channels so that it can automatically map the channel up/down and number buttons appropriately. It wants to know which device is used for sound so it can do the same thing for the volume controls. It also sets up favorite channel lists and other things based on the activity type and type of devices.

If you say you want to setup a watch DVD activity and you don't give it a device capable of playing DVDs then it can't do the setup. If you don't want it to do the automatic setup and you just want to add devices then you use the Generic or Utility activity which was setup for exactly that purpose.
