Any command set as "Additional when Activity stops" is
naturally sent before the device is turned off - which
is what you want.
Some DVD players perform a Close DVD Tray when a Power Off signal is sent. Assuming the very last signal seen by the DVD player is "Power Off" that would explain why the door/tray is not remaining open.
