Will your Onkyo receiver and your Philips DVD respond when they are mapped to the remote control? It could be that you have not mapped the devices to the IR Extender in the Harmony Client Software. To map devices to the IR Extender.
1) Launch the Harmony Software and login to your account
2) Click the 'Devices' tab.
3) Click the 'Control With...' button
4) Click the drop down under the Control With column and select the Extender
5) Click 'Next' to save your changes
