The easy way around that problem of turning off devices
when changing Activities is the set up the Device Level
Power functions To: I want to turn off this device when
it's not in use. and change the Power setting for the
Activities To: I want to leave unused devices on.
That must be what I did, since it is behaving as you suggest (and as I was hoping)!
