i had similar issues with my initial h1. my old 720 had much better ir strength then the new remote. it turned out that the h1 was a faulty unit and it was replaced with a new remote by harmony. the new unit works flawlessly with excellent signal strength. i'd recommend exchanging yours for a new unit at the store or calling harmony tech support to arrange an exchange.

My HTM/UR remotes had very powerful IR signals--I could
aim the remote in the opposite direction and they would
still work and a foot would never create an issue.
Perhaps it's the rechargeable battery? I've noticed that
starts to fade pretty quickly.
