As far as the tagging goes. so far you've got a very limited (3 that I know of) number of French Canadian channel icons. IF you are seeing requests for the other French channel icons, I don't see any harm in adding the tags, as you're amassing quite the large collection and your search function does a very good job at locating icons.
Would be easier now to retro tag the limited number you have then try and do it in the future.

I would however keep the tag a little more generic and just use "French" and "Francais" to identify them. Up to you of course.
