Here are the discrete on and off commands for a TV in the RC5, RC6 and RC5x IR protocols used by Philips in most equipment. These are the most likely codes to be used in decreasing order of probability. I believe that they frequently need very long button pushes so keep depressing the key for some time when testing.

If you find an off command only, then you can create a macro by using off/power toggle for on. Also, depressing the program or channel key from off will often turn the TV on.

On RC5
5000 0000 0000 0001 0000 003F

Off RC5
