That code is the Power Off command for the newer Toshiba RPTV's. It is posted along with the Power On commands here at RC in the discrete files section under Toshiba.
Keep in mind this command only works for very recent high end RPTV's. It will not work in the vast majority of Toshiba TV's. Unfortunately, if these commands do not work (assuming that you did the translation correctly) there are no others.
The code you posted above is hex the representation for the 32 bits of binary that is sent out. Each hex byte is 8 bits. Basically it is the main Toshiba TV device code (bytes in order expressed in decimal): 64, its complement 191, command 126 and its complement 129.
The other thing you would need to know is that it uses the NEC IR potocol and, among other things, those bits are transmitted least significant bit first (or backwards from how they are expressed decimal 64 is normally thought of as being binary 01000000. It is transmitted in this case as 00000010
