Here are the Power On and Off commands from the Denon wesite for the DVM-4800 they are probably the same.

I doubt that discrete power commands exist for any Toshiba equipment other than high end TV's made in the past 18 months or so.

Try the workaround with the Play button. Often selecting Play from Off will turn on DVD's, CD's and VCR's of many brands. So On=Play/Stop, Off=Play/Power Toggle. You may have to experiment with programming in delays between the two commands.
