I finally got around to trying IrTool (with my own decoder DLL of course) from the JP1-KM files.
It shows your signal as NEC1, device 12, subdevice 251, OBC 21.
I did a grep of decoded CML files (for (NEC1):12.251:21 )and see this command is the power function on Hughes HIRDA2 Hughes Network Sys. HIRD-E21 and Mitsubishi SR-HD400/500
Lots of functions are shown, but none look like discretes. There's always the option of editing the NEC1.IRP file so MakeHex will produce all 256 commands (of 12.251).
