There is an upgrade file at the OFA/JP1 group for the Dell W3000 that makes me think it is made by LG Electronics since the basic IR command set is the same.
If so, then these are the typical discrete commands for LG. If you have a Pronto you can create the hex with MakeHex. Search for that term in this forum and you will find links and instructions. OBC=Function and te Protocol is NEC1 device=4.
