That is RC5 protocol, device number 0, function 63. IR signals don't inherently have opposites.
Thats the on command for a tv, I need the off and cant
find it anywhere.
Many TV's have that as a discrete On command. Most of those have function 61 as a discrete Off command. Some seem to lack Discrete Off and use discrete On followed by power toggle (function 12) to act as discrete Off. I didn't notice any that had discrete Off that was any function other than 61.

You didn't mention what sort of universal remote you're using. If it is a Pronto, then RC5 codes will work better in condensed form.
