The URC IR database is Universal Remote Control, Inc's database of IR codes that is part of the editor software for their remotes. Unfortunately, i don't believe there is a way to get hex out of the pre-programmed codes, so i'm afraid that won't be of much help. I don't know much about AMX, but is it not possible to capture or 'learn' the codes from the original device remote to the controller?
