You need all those numbers in decimal:

7E -> 126
7D -> 125
BA -> 186
BB -> 187
64 -> 100
63 -> 99

I'm not sure what "ID1" and "ID2" are. I expect they represent two different code sets, so you can have two of the devices controlled in the same location without interfering.

So the ID1 OFF command is NEC1 protocol, device 126, function number 187.
